Swiss Steak

Ingredients

  • 2 tbsp. butter
  • 3⁄4 cup flour
  • 1 (2 1/2-inch–thick) top round steak (about 3 lbs.)
  • Kosher salt and freshly ground black pepper
  • 2 tbsp. extra-virgin olive oil
  • 4 cloves garlic, finely chopped
  • 2 whole cloves
  • 1 onion, finely chopped
  • 1 stalk celery, finely chopped
  • 1 bay leaf
  • 2 tbsp. tomato paste
  • 1 tbsp. sweet paprika
  • 8 sprigs flat-leaf parley, plus 2 tbsp. chopped leaves, for garnish
  • 3 sprigs thyme
  • 3 (12-oz.) bottles of beer
  • 1 (28-oz) can whole peeled tomatoes, with purée, crushed by hand
  • 1 carrot, finely chopped
